Bus to Qusar, then taxi
The official resort page lists departures from Baku International Bus Terminal to Qusar between 07:00 and 18:00, every half hour, at 6.49 AZN. It estimates the onward Qusar–Shahdag taxi at 10–15 AZN.

The published Qusar–Baku return window is 07:00–17:30. Confirm service and fares before travel, and allow time to leave the resort and reach Qusar; a late activity may not fit the last bus.

Baku to Shahdag: bus or taxi?
Compare the entire door-to-door journey. Public transport requires a Qusar connection, while a confirmed private taxi takes your party to the agreed resort entrance. Account for all passengers, luggage and the time needed to get back; this site offers private cars rather than public-bus tickets.
Is there a direct public bus from Baku to the resort?
The resort’s published public-transport route requires a change in Qusar. A private transfer goes to your agreed Shahdag entrance without that connection.
