The official Shahdag transport page says buses run from Baku International Bus Terminal to Gusar, not directly to the resort. Travellers then need a taxi for the remaining road from Gusar to Shahdag.

The resort currently lists Baku–Gusar buses every half hour from 07:00 to 18:00 at 6.49 AZN, and estimates the Gusar–Shahdag taxi at 10–15 AZN. Check the official source again before travel because schedules and fares can change.
